Youtube is taking this step to stop the other person video monetization advantage. Youtube is on the view that getting money through monetization from another person video due to a 5-second video is not good.
Sometimes while capturing the video background music is also captured in the camera mistakenly and in the result of the music, the owner manually claims the copyright and start earning from the video. Youtube enforcing this policy at the start of next month. But the video owner still has the authority to block the total video and remove fro the site.
